Hello everyone,

i have an question regarding the nationale morale.
I am playing as Germany and allies and am fighting russia.
I got the nationale morale of russia to -240 but russia did not surrender.
Do i Need to get the capital of them or why dont they surrender?

There can be a short delay between it falling to that level and the country surrendering, so hopefully it will in a turn or two.

Unfortunately not, it didnt dropped any further but nothing happened even after 10 turns or more. I didnt count since i thought it is maybe due to the capital city i didnt conquered.
But when i see your answer i guess it was an error from the game?!
That would be kinda sad =(

I've taken a look at the save and can see that the Bolsheviks took power, and suspect that Germany didn't sign the Treaty of Brest-Litovsk with Russia in order to end the war?

If so then Russia will only surrender if both Petrograd and Moscow are captured.
