Possible bug with HQ locking SUs

Hi there - not sure if this is a bug or WAD?
I started a game with locked HQs turned off in the game options. I've subsequently checked the box but SUs still seem to be moving around of their own accord.
One move in particular seemed really off - I had SUs move automatically from an Army HQ into a Corps HQ from a different army.
Game is against the AI I'm currently playing the 1.02.06 beta.
