Invade when clear

What does it mean? I thought I knew troops will only land if there are no defending troops. However as bombardment does not kill troop how is 'Invade when clear' supposed to work when you can't kill them. Baffled??? What am I missing???

AFAIK the presence of defending troops is not what is being referred to. You troops will land and fight any defenders
I think what it means is the troop ships will wait until any space defenses are cleared and they can safely land their troops
