A-ENTR and A-Max

In the hex info box, there are two entries listed as A-ENTR and A-Max. What exactly does the information represent?

A-enter is the entrenchment bonus you get when you enter the hex. A-Max is the maximum entrenchment that can be achieved in the hex.

Thanks Pedro! I kept looking at it and trying to connect it movement costs and that just didn't make any sense. Entrenchments, yes.
