I was just adding through some missing Soviet artillery regiments for my 1941 GC when I noticed that some Soviet divisions do have a "variable" arrival date.

Could anyone explain what does the tooltip mean? Is this something that we player could mod via the editor?

Those dates just mean the arrival date depends on which side goes first. If the Soviets go first, the first turn is actually a half turn.
