two basic questions

one: in my game the UK has suffered massive MM losses. to counter this, the USA has been building MM. But now that the USA has entered the fray, they have a massive MM surplus while the UK is just barely making it. Is there any way to transfer USA MM assets to the UK? or will the USA just start using its MM when the UK doesn't have enough?
two: is there any schedule to the deployment of russian infantry in the que after the initial Siberian transfer?

1) No...only transfer goods.
2) Not that I am aware of. I believe the Siberians are the last of the Russian units in the queue.

the siberians are first.
what i'm asking is, there are a ton of soviet units AFTER the siberians but there are no dates as to their deployment. having never played allies, i was wondering if there was any way to know when they'd be available?

The reserve units come in slowly to the board representing all the trained but mobilizing troops.

AH yes the Reserves...
FROM what I have seen in my games...
Turn 2 of the invasion you get 4 of those then 2 each turn after...
BUT that is not set in stone. That is an approximation, you might get less but seems to be the norm.
