Newbie Question - What does this "Range" mean

Hi there
I finally decided to buy this beast after years of reading about it and watching tutorials. Matrix ran a special so I thought why not? And I am not regretting it. This, and Command Ops 2, are really worth the steep learning curves.
Given the scale of this monster, I am learning it in small chunks, via YouTube, this Forum and the manual.
However, in spite of searching everywhere I can't find the answer to the following:
When I mouseover a unit e.g. Port Moresby, it shows range - in this case it shows 4. Could somebody please explain - range 'to what'? - 'from what'? - 'with what'? How does a base have a range?
I can still understand it relating to a TF but, if I look at this sub, for example - when I drill down into the unit detail I can find no reference anywhere to this range number.
Help needed please!!

Since range is so important for things like air strikes, it became apparent that it's really helpful to know how far apart two things are on the map. There are no coordinates listed on the map, so you would have to go through clicking on one thing, writing it down, then click on the other, writing that down, and doing the math.
So at one point they put in another feature: when you mouseover something it shows you the range to that thing from whatever is currently selected. It's straight line distance, not how a ship or land unit would have to travel, but it's still incredibly useful!

To clarify further, the listed range is from the currently selected hex, which will have a yellow highlighted outline.

And because the game has more "ifs, ands + buts" than any other, I will mention that the term "Range" is also used to describe the effect of a HQ unit. Some have Range 1, some Range 5, some Range 9 and a few in between those numbers. But depending on the HQ effect being discussed, that range can be as shown, or
double the given range! [X(][&:][:D]
Mostly, combat calculations seem to use the given range of the HQ while administrative support like getting replacements uses the double range rule.

There is, potentially, logical reason for that -
HQ's can provide, for example, airgroup stacking bonuses at airbases within their range. That bonus is provided at either full command 'range' value, or half of it, depending on what HQ and what base ... but it can be provided at "double range". So a command HQ with a command range of 9 provides a 9 bonus to qualifying bases with 18 hexes, or half of 9 (4) to bases which do not completely qualify.
Logically, it was probably easier in terms of applying bonuses, to keep the bonus as a single digit integer (and maybe that is all the code allows) and code the range doubling, than starting with double digit command "range" and have lots of halving(s) and fraction droppings.to contend with.
All of which is complete speculation [;)]
