Set TOE in TBs

I have a hard time understanding what the rules are within TBs (setting TOE). Is it not allowed at all?
Turn 7, Soviet Gar. TB -> Units that were set to move to the TB did so @ max 50% setting and now I am unable to change it

Section 13.3.3 covers this for active theatres, you can amend for the reserve. Not sure what happens if a unit moves to a non-reserve theatre with an imposed TOEmax < 100 - my best guess is it automatically resets but it may retain that status

Before sending units to a TB you have to set TOE, otherwise you will be not able to do it. This is what i learned during a campaign.
