overlay hex grid on image file

In Captain Maxwell's thread regarding his phenomenal work with QGIS, I mentioned that I would like to have an app that overlayed a hex grid on an image file as an aid in making maps.
So, found this. Paint.net is a free graphics program. With paint.net, one can obtain plugins. The plugin "hexagrid.dll" can be put into the "effects" folder of paint.net .
Load a map into paint.net as an image.
Then go to the menu "effects-->render-->hexagonal grid
From there, one can size the hexes, orient the grain, etc. Seems easier than using mkhexgrid.
