Aircraft training

Currently, very few people seem to consider the 'Training' mission a good way of training crews up, as the sub patrol and search missions seem to perform the same function with the added bonus of doing something constructive.
Would it be possible to make the 'Training' mission second only to combat as a means of training aircrews up?
This would add a new element of strategy to the game in that a player would have to make a choice, either keep the squads operational, doing some work like ASW but with a lesser long term skill gain or put them in the rear somewhere on 'Training' orders with more of a long term benefit.
