Interception of fighter moves inside own territory

Hello - I have noticed that enemy fighters appear to intercept the other side's fighters, when they are making a non-operational move between two hexes. It does not appear to happen when bombers do the same thing. Obviously the effect (a fighter managing to destroy itself while not attempting to engage in combat at all) is suboptimal.
Is this intentional? I've only observed it in my mod at present though I don't believe I've changed anything that should affect this (fighters are still in the fighter slot, with attack/defence values in the same kind of pattern) - while I have increased air ranges which might make it more likely for one fighter's destination to be in another's intercept range.
