Russia suddenly goes broke?

Why on my 3 April 1940, did Russia suddenly receive no income? I'm pretty sure my balance of mpp's was over 100 from last turn. Suddenly I have 22.

Did your opponent get diplo hits on the SU? It is possible to drive SU mobilization & income to 0 I believe.
I would like to see an option for No major country diplomacy at the beginning of the game or at least a comment section to specify it. Its very common for people to play w/o major country diplo an entire WaW tournament was played with that specification. I always specify No major country diplomacy at the beginning of the game, I'd say only 4-5 people out of 200 have resisted, one guy flipped his lid but that's another issue.

Rules:
Games for the tournament must be main 1939 scenario, unmodded. A small number of house rules e.g. Soft Build Limits or no Major diplomacy can be included if both players agree. (Please note these when you register the match.)

No diplomacy done by either side. The U.S. the same; supposedly getting 78 mpp's, but started the turn with 46. I've noticed this in previous turns where their mpp's seem to evaporate without any explanation. Just did winter clothing, so 41 received by Russia ended up -9. But nothing on the previous turns explain why Russia received little or no mpp's.

Pretty low, but why would that cause the Russians mpp's to decrease from previous turns? If mobilization drops due to adverse events, like Finland successfully defending against the Russians, then their mpp's decrease?

Yes mobilization is one of the key determinants in how many MPPs you get. There are many events that can decrease SU mobilization, if that happened on your prior turn MPPs will go down. US/SU mobilization management is one of the most important concepts in the game. I'll try to find you the list of events that effect mobilization.
