So I have had 100% discovery for economic council for 25 turns and discovered very little. This is over 100BP per turn and the only info the game gives me is did not result in discovery. This has never happened to me before.

When you have researched at least 3 techs, the next area in the tree unlocks for discovery. This can drastically reduce your chance to discovery the tech you want/need.

The game also has a sort of soft cap on BP spending in any one area. Any BP past 100 have a drastically diminishing effect. There is very little reason to spend more on this area.

Depending on your difficulty setting regarding tech advancement, very slow to fast I think, it can take a while.
