[1.09.00] Sudden large unexplained relation drop for leader

I am playing the default Steam version (1.09.00)
I have a leader I have just appointed to an OHQ role. Her profile matches the regime perfectly. When the next turn comes around, she has dropped 37-39 relation with no apparent reason (and Loyalty drops really fast in subsequent turns).
I posted a thread on the main board (titled "What's wrong with my leader?", sorry can't post links yet) and I don't think any of the suggestions apply.
It looks to me like it might be a bug, so I was recommended to raise it here. I have played the save through a few times now and the problem is 100% reproducible (although the exact relation loss does vary). I can supply the save file if required
