It seems that troop transport count as 1 ship, so if you send 2 troops it can only go with 1 escort ship to the landing zone.
Not sure the 3-ship rule was intended to limit ship protective coverage for invasions and/or troop transport.

Why would you send 2 troops ships together? Can't you just add ships after the troops have landed?

It was the Germans invading western France after a huge brit 1940 buildup on the continent. I only have so much navy to protect my transported troops. It takes two turns to get there.

Why can't you put two naval stacks at a one hex distance?

Brian I get your point there is drawbacks to the 3 ship rule, I for the most part find it more interesting I think it leads to more variables and more interesting naval engagements. What you are actually trying to do is in my opinion not the best idea leaving German transports at sea anywhere within range of the Royal navy no matter what Kriegsmarine you put with them is next to suicide, if your going to do that you are actually better with less escorts anyways, since you won't beat them you have less chance of being spotted if you have less ships so just spread them out and hope for the best, really no point in escorting them at all a German division can easily be rebuilt a capitol ship not so much
