Soviet TOE problem

Most units of the Soviet army have construction Labor Squad elements (Engineer-Sapper Squad) in its TOE instead of combat Engineer elements (Sapper Squad, Assault Sapper Squad). Only few later war unis as Assault Engineer-Sapper Brigade have proper elements.

It is supposed to see like that. The Soviet labor squads are useful for digging fortifications. However, they do not provide the advantages of German Pioneers in being able to help assault forts. The assault engineers Soviets get later in the war are like German Pioneers, but up until then Soviets have no equivalent.

That limited amount of pioneer-like engineers the soviets had were almost all lost on the western front during the initial weeks of Barbarossa, survivors are represented by flamethrower squads. The soviets had to rebuild/retrain/reform this organization from scratch which took them well into 1942.

What about the Axis minors such as Romania, Italy, Finland, and Hungary? Should most of their divisional engineers also be construction squads, or did they train and equip up to the standards of German pioneers?
