It does not take into account land or air units that are in naval troop transports.

Both numbers are wrong. As soon as you are putting a land unit in a fleet, they are gone from the stats.

Well I have tried to reproduce and this is ONLY when a land unit transported by sea is INSIDE the naval loops. You know two turns to go from Atlantic to Red Sea for example.
