Is It Normal for 10 out of 11 Soviets Div. to Route out of Odeass?

It took two attacks (same turn) to take Odessa and only 1 out of 11 Soviet infantry divisions in the city surrendered. The other 10 (100K+ men) routed to north of Perekop. I had naval patrols going for 4 turns and had 4:1 interdiction advantage radiating out 6 hexes into the Black Sea from the port. I was happy to take the city but surprised to see 90% of the Soviets get away via sea (they had been surrounded on land for several turns). Is this normal?

was Odessa showing as isolated when you attacked? if so then no its not right, but it sounds like it wasn't (hence the rout)

The hex reads as isolated in the hex drop down info but when I hit the isolated units button the units are not highlighted.
Odessa has been surrounded for 4 maybe 5 turns. It has had 1 Romanian division in each adjacent hex. The 2 German corps were a hex back until the attack. I have been running naval patrols for 4-5 turns and have the following interdiction advantages: 4 hexes out 4:1, 5-6 hexes out 3:1 then a hex of 2:1 then a hex of 1:1. There are 9 or 10 infantry divisions in the Odessa fortress.
Seems odd that they would not be isolated.

Maybe it's the old Leningrad isolation bug rearing its ugly head again, but applied to Odessa. Then again - how much freight has been accumulated in the depot?

I went back in as the Soviet and they only have/had 1842 tons for over 100K men (9 rifle divisions plus an art. unit). That is not much. Further, the unit info. for the two City fortresses state that their supply status is isolated.

I got Odessa on turn 7 when it was one turn isolated with one turn naval interdiction with the latest patch 1.02.13 (used 11th armee)

I am using the .13 patch as well. Your results are the same as previous games I have played. I have always used 2 corps of 11 Army and one 2 Romanian corps. Add Siege artillery and flamm panzers to 11 army along with extra pioneers. After 3 turns of isolation I have always been able to take teh city and eliminate all divisions in it.

The hex can show as isolated after the German air phase, but the units won't be isolated if they were not isolated during the previous Soviet air phase. Was it showing isolated at the start of the German turn in the German air planning phase?

You hit upon it. Apparently the Soviets must have countered my naval patrol on their turn 9 (they did nothing the previous 2 turns when Odessa was surrounded) because the sea interdiction was at parity the begining of my 10th turn (once I ran my patrol it went back to 3-4:1 my advantage again). Odessa hex did not show isolated at the begining of my turn 10 before I ran my air which must be because of the naval parity. Interesting. Seems that I should not have waited to attack them and just got it over with back on Turn 8. Live and learn. Thanks Joel.
