Latest beta patch includes DLC?

Thanks for all the hard work on the latest patch.
Just want to ask a question about:
* Includes all the scenarios of the Kashmir Fire campaign
Does this mean that the Kashmir Fire DLC is now being included in the base game (i.e. at no charge)?
/edit: I installed the beta and the KF scenarios still seem to need a licence so either that's a bug or the patch notes are wrong, or I've misunderstood that line in the notes.
