Which Hex Is Used To Determine Weather Effects?

If I launch a CV air attack from a hex where the weather is rain against a hex where the weather is clear, which of the hexes is used to determine if there is a penalty for weather?

From what I remember...
The attack will be affected by the hex you are going too.
So if you fly out of rain and attack clear you have no penalty, and visa-versa...if you fly from clear to rain you have rain effects for the attack.
As for being able to fly...BOTH hexes are in effect. So if either is in heavy rain / blizzard you are not able to fly.

This sounds like an ideal situation for me. My CVs are launching from a rain hex so it will be more difficult for his intercepting planes to find them and if they do they will be attacking at 50%. At the same time the CV air will be attacking his naval units in a clear weather hex. I also have three land based fighters in range of my CVs so they could provide protection against enemy air trying to get through for a naval air attack.
