Incomplete minefield

I'm playing a multiplayer with a fellow forum member, we played the "Europe 1939 small fleet" scenario. After taking denmark, I don't know why, maybe the presence of an enemy fleet, part of the hexes at the tip of Denmark didn't go to German control.
When the minefield event was triggered, this happened:

it will take a turn or 2 for the beach on the top (2 hexes above div in Denmark) to convert then the minefield should show up. Let me know if it does not.

3 turns have already passed, and the minefield is not completed.
Due to a error I didn't conquer Denmark in a turn, which I'm not sure if ncc1701e sent fleets to that zone anymore, maybe ncc1701e will remember.

No I didn't send any fleet there.
