What do the numbers in parentheses on the bottlenecks overlay mean ? e.g (100%)

The purpose of the Bottleneck display is to show you how much each Hex's logistics are used up.
Where most is used up? That is where the bottlenecks are.
100% means that none of the Logistics points have been used. This mostly happens with assets:
While they need enough logistics to pass through their Hex, they do not not actually use up any logistics. They directly interact with their cities Inventory for no logistics cost. Any cost is from delivering stuff to/from the city.
But of course it can also happen with dead-ends, if there is just no consumer at the end.

The game does seem to have 2 bottleneck values.
My guess is:
The first one is the status after the Logistics phase
The second includes any usage after Logistics phase - any strategic movement or raising of formation.
