Casting my eyes West to a place like Hamburg I see it has two high TOE Flak Regiments and partially built Flak tower. This yields a 9/9 flak rating. In other cities a single high TOE flak regiment yields a 6/5 rating.

Are the benefits of flak capped at 9/9 or is this just a display issue and Hamburg should be at 12/10 (ignoring the flak tower)?
