NATO Symbol

What does the three black circles that appear on NATO symbol mean? are the squads complete?

Three dots above the unit type means a platoon sized unit.

In general US equivalencies:

empty dot = fireteam
one dot = squad
two dots = section
three dots = platoon
one vertical bar = company
two vertical bars = battalion
three vertical bars = regiment
x = brigade
xx = division
xxx = corps

Each manpower point in the game equals roughly a half-squad, so six points generally indicates a platoon. Vehicles are individual, so a four point tank platoon equals four tanks.

Could you provide the number of soldiers for each organization you have mentioned?

Again, in very general US equivalencies (rough values, that would vary between time period, arm of service, and country. I wouldn't get hung up on the numbers too much, especially in terms of the Campaign Series):

empty dot = fireteam (~ 4-6)
one dot = squad (~ 8-12)
two dots = section (~ 4-8)
three dots = platoon (~ 40)
one vertical bar = company (~100 - 130)
two vertical bars = battalion (~ 300 - 600)
three vertical bars = regiment (~ 1000 - 2000)
x = brigade (~1500 +)
xx = division (~8000 - 15000+)
xxx = corps (2 divisions or more, and assets)
