Strange supply issue

Now maybe I do not know the rules but something appears really off here.
I have 3 units that are "out of supply" yet sitting in supply.
Any ideas?
One unit is on a 6 supply level another a 4 and a 3rd was on a 5.
All have half movement, and lost 2 supply at the moment.
Any thoughts? I had only moved one unit then noticed this. Left the game incase.
What is weirder is that you can see two units around them have supply.
I suspect it has something to do with Leningrad but what I do not know.

Do me a favor hover over the hex that has a unit in supply but losing 1/2 its movement. Look at the information panel and tell me who has control of the hex?

Yes start if the turn. Says hex is owned by Soviet Union.
It is really weird. I have seen "strange" supply issues before but never a hex that says it is in supply but the unit starting there out of supply.

Just make Leningrad a supply source and be done with it. Forget the "lake supply" etc.

It is a supply source at the moment according to the screen...but supply is not being generated for all units.
That is what is weird.

I am currently holding my turn but have moved my units...
Let me know if you need something.
Might ask sveint to not advance in the north for a turn to see if supply changes.

You sure you didn't do a turn, save-upload, then come back to it?
I replicated the exact placement of the units and the supply has been correct for turns.
Is this a PBEM game?

Did he interdict your units? That would cause a loss of opts
