I have seen where my Canadian Navy is stuck on low oil b/c of Britain being low, yet the Canadians are showing 98% fuel capacity. The USA has been donating.

Seems to me the Canadian ships should still be able to move around.

Is this correct?

I have not experienced that issue when I have full oil...only when they are empty.
