Bug : Finland Lend-Lease

It might have been mentioned before, can't remember, but there is a problem with sending resources to Finland. If Helsinki is unfrozen, the program will always try to send it by sea. So if Germany is low on merchants, priority will be given to the iron ore from Sweden, so less (or none) left for Finland. This is more or less fine.
However, this will happen even if there is a direct rail-line (no saboteurs etc.) to Helsinki through Leningrad. It is only when Helsinki freezes that the program now realizes that that there is a direct route and now sends as many ressources as you want! And, paradoxically, it stops in Spring when Helsinki is again available as a port...
