Where can I find the Terraforming facility tech?

I may be stupid but I can not find the Terraforming tech in the techtree? Any help?

Its right there in the 2 tech nodes of the second stage colonization techs

Terraforming is near useless in vanilla. All is does is repair damaged planets faster than normal (from disasters). Bacon mod changed the facility to truly terraform the habitability of the planet to a user defined set value over time.
