The model type tree (MNG -> Type) implies that the SAM model is discoverable after a Missile Launcher has been designed.

However, it can actually be discovered right after designing Rocket Launcher, concurrent with Missile Launcher.

Rocket Launcher makes both Missile Launcher and SAM Launcher available, even though the flowchart makes it look like SAM should only be available after a Missile Launcher model exists.

Your right. The UI is right, the rule is wrong. Fixing!
