Impassible terrain is actually passable?

My opponent was able to move his troops via Perekop and to the west. There is impassible terrain (that triangles, which prevents attacks).

From a manual:
Impassable River hexsides can be crossed if both sides are friendly controlled, paying the same cost as if crossing a frozen major river hexside.

But I was controlling that hex where 294R is right now, you can see it by changed background color.

Blizzard and maybe freezing waters changes somethings?

Is it a bug, or works as intended that you can not attack, but can move units through it?

It was NOT naval invasion, and confirmed by my opponent.

I think this is it. There was a discussion about this some time ago. Loki can probably explain better.

I think I remember this one from back in development. Something similar came up a long time ago but since it was hard to recreate I dont think we ever got to figuring out why it was happening and the issue was shelved. Maybe Joel can take a look at this thread and give you a better answer.
