In the picture, we can see that the minefield is still UK controlled (Cardiff was taken by a landing in the north and the other port by a para). Yet, both ports do receive German supply even if the shipping lane would have to cross the British minefield. So no Axis naval unit can cross through those hexes, except German supply ships.
