I got Win 10 on 64bit and the game is not launching?

I dont use W10 but I know there are many players who do....so there are solutions
You may need Windows Media Player & DX9
Use google..... also do a search on the Steam forum.... I know there are threads that contain W10 solutions

Iirc on older games like this you have to install the dx9 binaries since win10 doesn't come with them automatically.

I got the game to work with Win10 by downloading the Microsoft DirectX End-User Runtimes (June 2010)

Unzip to some convenient temporary folder and run DXSETUP.exe
