Is the Cetinje gambit actually cheating?

As the CP I used the Cetinje gambit in my opening and was accused of "cheating" by my PBEM opponent. What is the general opinion on harvesting the MPPs from research on turn 1? And that applies to all nations (i.e it is a boon to serbia and russia as well)
I would say it is a players call but I am open to hearing the general opinion of the group

Personally I can't stand that opening move....but not call it cheating.
If one side doesn't like it...just ask for a house rule before a match starts.
To me, it's not a cheat per say, but a lazy eXploit.
Edit: I am retracting this comment but leaving it here for posterity.

About the tech selling:
As both sides can do it, I don't see it as a cheat or even exploit. There's also at least one rush strategy vs Russia that basically requires turn 1 tech selling of the Entente to effectively counter. I used it once against an opponent who insisted on a "no turn 1 tech selling" house rule

Well with the patches, like Pec being made a Alternative Capital for Montenegro, a turn 2 Surrender of Montenegro is not very possible now.
I'll retract the lazy eXploit comment. Of course, if the CP player sells all his research chits to try to take Cetinje and close off the France-Serbia convoy early, that probably will hasten the end of Serbia still.
Now I am intrigued though. If the Germans sell off all their research chits...what repercussions may this have on them come 1915? The trade off being knocking Serbia out earlier than historical vs lacking behind the Entente (particularly France) with vital research tech?

On topic: IIrc even the convoy was patched. If Cetinje goes down it should switch to its backup.

You mean Salonika? Does it go up if Greece is still Neutral..like in late 1914?
btw..yeah it was a PTSD effect...the one time ever I almost raged quit any thing, game, job, or woman.

Its harbor should switch ownership and initiate the backup convoy, I think.
