Just for an example what if I wanted the German infantry guns to be substituted with captured and converted Soviet guns. How would I do that?

Across the top of the editor (exit the editor map) there are several tabs. The tab listed as "Units" should show all the unit info you can edit. On the left hand panel you can assign types of equipment and edit other unit values. The first column labeled "WID" you click on this and it brings up the 2nd pic.

There's not much info about the editor in the manual and Joel has mentioned that Pavel is working on the editor. Not sure when he will be done, but the editor will have some improvements.

I mean what if Germany runs out of 75mm infantry guns and has the pool full of soviet converted guns but the infantry divisions don't want these. How do I make the converted guns a substitute?
For example a panzer division can get Stugs as a substitute for medium tanks.

I'm not completely familiar with all of the editor yet, so as to your question, I'm not sure how it would be done. Someone smarter than me will have to answer.[8D]

You may test out the following -

(a) goto "Ground Elem" Tab of the Editor;
(b) press "EDIT GROUND TYPES" (see red circle and arrow);

(to be cont. as I can only post 1 pic per post)

(cont.)

... then a new screen will come out.

In the middle (red box) of the example, you will see what are the models considered to be light tanks, not including substitutions.

On the left, you may add new substitutions (e.g. add medium tank as a sub for light tank) - see the red arrow.

In this example, Amph Tanks, Cav Tanks and Foreign Light Tanks are already substitutions. I think this is what the programe supposes to work, but I have not yet paid any attention to whether it really works. You may test it out.
