Leaders from HQs in TBs are not tied to their HQs

Example:
It is possible to bring Erwin Rommel to a map by selecting him from a list of available leaders.
I think that such leaders should be locked to their HQs. Until this HQs are moved to a reserve/map.

There have been some discussions on this in the distant past. Leaders don't affect TBs at present but it is hoped that this can be incorporated at some stage. Joel recommends a house rule that you don't change the leaders in TBs.

I find it strange seeing Erwin Rommel fighting in the eastern front in June `41.

I thought it was common knowledge that he was historically nicknamed
the steppe fox. (?)

I really hope we can extend the TB transfer system to leaders in a (far) future update.
I do not really like to pick the best available leaders for the East when they were not available and actually required elsewhere.

That business should go hand in hand -with- Soviet leader turnover.
Soviets optimize their chain of command with their Dream Team of leaders very quickly.
That is wrong. It needs changing.
How? Soviet change of leader should be subject to far higher AP cost so that it will take longer and in general more AP which the Soviets swim into anyhow.
German leaders from TBs moved? Well - I feel only Rommel in general is the case.
BUT German / Axis leaders should affect the perfomance in their relative TBs.
Conceptually Rommel should beef / modify / alter the CV of 'associated' units in the TB (And same goes for other leaders in other TBs) - maybe only where the TB is somehow active vs W.Allies or Soviets.
Not to demand grand leaders vs Partisans or for calm sectors (Early West, Italy pre invasion etc).
