Is the recycling facility the only way to get artifacts from the archelogy sites?

Given that Artifact prevelance is measured by "Scavenge Point : Artifact", the answer appears to be "Yes".

Thanks thought so was just curious if possible yo get them after recycle is used up.

Since you get Artifacts based on how many Scavenge points are removed form the tile, I would guess the anser is:
Nope, you can not get any more after it is used up".
