OK captured Leningrad in Feb so while i was not expecting to have luck getting any Finns to help I would have at least thought the capture would have got a mention in my " events log " it has on at least one other occasion i captured the city before march.
I captured it on turn 34 but looking at the log no sign of the event.

It is confusing, but you only get that message when Finns arrive on a map
