By any chance, is there a way to turn off the LI? I went too far, expanding it and I'm having a hard time supplying enough resources for my HI

I believe as the Japanese player, if you have expanded the LI previously in a given base, you can reduce that expansion to where it started by using the control buttons on the upper right of the production screen. I don't think the level of LI can be reduced below the starting point for any location. I could be wrong on this. Hopefully a more experience player will respond as well.

Every day you learn something new, and I found out that the LI cannot be turned off, now I am seeing how I solve it

Just for the record, it is also not possible to shut off the production of oil. You can shut down the refinery at any base but not the oil production.

I don't think this is true. I opened the industry page for Japan using the button at the top of the screen and clicked on HI for a base. It offered the chance to expand it but no chance to decrease it. If I entered and expansion of, say, 10 and then wanted to reduce it to 7, there would be buttons to do that reduction before the "expand now" text was clicked. I think that must be what you are remembering.
You can stop repairs on expansion that has not yet been repaired. The 100 supply per point of expansion you spend cannot be recouped. And if you run short of resources and LI stops producing supply, how is that different from throttling the LI now? You will still produce the same amount of supply from the resources you have or bring in. The big saving is in not spending the 1000 supply to repair LI points to operational status.

That is what I was referencing but I think it didn't work the way I thought it might. My bad! Thanks for making it clearer.
