Action points as passenger

It appears that if you load a passenger, be it on a truck or helo etc., if the Passenger has no actions points the vehicle cant move no matter how many the Vehicle has, I don't understand this...once the passsnger becomes ported whatever APs the passenger has becomes irrelevant...

This is WAD with helicopters, but I don't see it happening with vehicles.
Can you be more specific?

I dont know what 'wad' means.....
I loaded a in unit onto a truck , the truck had 50 aps but wouldn't move and not due to terrain, it happened a few moves ago, so I dont have a image etc...

I did the same thing in four different scenarios and it worked fine. So, without a specific example it is difficult to track down.
WAD = Works as Designed.

OK, so you're saying that when passenger doesnt have enough aps when its ON a chopper, the chopper cant take off???
I'll try and snatch the ground vehicle issue when it happens next...

If a passenger doesn't have enough action points in a helicopter to move through flight zones, NO, the helicopter will not be able to transition through flight zones.

You have to understand that even though you move counters in sequence, this abstracts events happening concurrently, in real time. If the passenger has 0 APs remaining, the 0 APs reflect earlier movement/activity, thus the earlier passage of time. If a passenger has 0 APs remaining, there is no time remaining that turn for it to fly off (or be carried away, if loaded on truck or some other transport), even if its transport has unused APs.
