Do all enemy-controlled hexes generate recon?

I'm wondering if I should be detaching units to plod through empty enemy-controlled jungle, to stop them from generating recon on my naval units...

As your supply catches up to those hexes that are enemy controlled they flip control.

Only situation they don't is when neither side can get supply to a hex.

Regardless any enemy hex with zero supply does NOT provide recon.

Beaches do NOT. Regular hexes generate, based on 1-2-3-etc hexes away, roughly high-high-medium-medium-low-low-low-very low recon. There is some stacking, and weather affects this to some degree. Alvaro would like to keep this under wraps, I believe, to limit min-maxing. You can abuse this to, for example, lure enemy fleets out by putting a random destroyer in a low recon hex unlikely to get hit. You can also bait out enemy air intercepts with ships into very low (for enemy) hexes. They will waste oil and not hit you.

As for what you need to trudge through, yes, jungle hexes are a good idea to take (Burma, Borneo). Also stuff like random Solomon islands hexes that are jungle can really ruin your navy's day. I can't quite verify that no-supply jungle/plains, etc. hexes DON'T generate recon.

OK, thanks Alvaro, glad to know I don't need to worry about flipping bypassed island hexes that have zero supply.

One possibility for a future revision/game would be a 'coastwatcher' flag, so the scenario designer could designate certain hexes as generating recon for a side that would continue even without supply.

As I said, I don't think that's true. See following screenshot from mid-1942. Japan has Philippines. I can see Manila ships and have high recon around these random hexes where I have zero supply (including Palawan) that Japan hasn't flipped yet.
