4.4.1 (Debug) Free French HQ

I have encountered a bug in a solitaire game whereby the French HQ De Gaulle, upon being sent to Africa, ends up in the Free French force pool despite the rules stating otherwise.
Attached zip file includes:
- game file Composer99alt with De Gaulle on a transport at sea, during French return-to-base step of ND40 end-of-turn (with intent to be returned to a port in French Equatorial Africa)
- game file Composer99 with De Gaulle in the Free French force pool as of 1st Allied impulse, JF41, despite French Equatorial Africa being Free French
For reference, the game rule (RAC 17.3 top of page 137) is: "If the French HQ 'De Gaulle' is neither in a hex controlled by Free France nor the French force pools, move it to the French force pools".
Since a port in French Equatorial Africa is a hex controlled by Free France, De Gaulle is meant to be in that hex.
