Usual house rules
1. No diplomacy on majors
2. Whatever the Bulgaria thing is supposed to be.
3. No attack on Russia before April 1941
4. Whatever the Japan / USSR rules are.

For house rules, I'm familiar with 1,2, and 3 (thought it was no Russia attack in 1940- has this changed to no earlier than April 1941? I'll agree nonetheless)
As for 4, i'm not familiar what are the restrictions on Japan/Russia?

Can you clarify what the Bulgaria thing is then, please? Is it no diplomacy and or no DOW before 1941? Not sure what this is.

As to 4, I think some have proposed banning of DOWs between them before US entry, or something like that.

If Bulgaria hasn't joined the Axis when Germany DoW's Russia, a significant increase in US-Axis tensions occur. Therefore, some Allied players were using diplomacy on Bulgaria to keep it neutral and force the Axis player to suffer the increase in tensions. Normally Bulgaria will join by the end of 1940.
So I believe the house rules are that the Axis will not attack Russia in 1940; in turn the Allies would not use diplomacy on Bulgaria.

As for Japan and Russia- there are already pretty significant penalties (US-Axis tensions) should either attack each other before US entry. No sure there needs to be a rule against it. Japan should have the option to attack Russia instead of the US, in my opinion. On the other hand, Russia may wish to attack Japan early to save China, even at the cost of a delayed US entry.
