loading save games does not re-create the state of the game at the time the save game is created

Hi all,
I wanted to wait until I had 1.10 installed before I wrote this up.
Because I am still on the learning curve, I make a save game at the beginning of each game turn.
What I have observed is the following:
If I stay in game and go to file and open a save game of the turn I am in, the file loads, but it does not set all of the units to the state there were in at the beginning of the turn (when I made the save). This is most obvious in action points. I make a save game when all units have full action points, when I load the save game the same units do not have full action points.
for a while, I thought that I could discern a difference between using File-->load in game, exiting to the main menu and loading a saved game and exiting completely to desktop and loading the same file.
This does not seem to be holding true.
The other, presumably related, issue I have noted is that if you are playing through a turn, and you end up reloading the save of the beginning of the turn AND you had any events fire during the turn, these events are not properly reset when you re-load the game. As a result I have had things like never getting the ammo in Boot Camp 2 even though I met the conditions and received the event complete dialog box.
For this last issue, I have found that exiting completely to desktop and restarting the game resolves this issue, but using File-->load or exit to main menu and load the game file does not.
My feeling is that even though I select the do not save the current game, that either the game is going ahead an overwriting the save game file with some of the current parameters OR the load function is not completely blanking and resetting all flags and unit parameters. - but those are just my guesses for my observations.
I have experienced this in all of the scenarios I have tried so far.
