I'm playing my first game and France is in dire straits. Is there anything I can do to influence the number of French forces will join the Allies as Free French? Are there ways to preserve the French navy (e.g., by sailing them to British ports) and/or French forces outside of continental France?

Fleet will be lost when France surrenders.
There is a 25 % chance I believe that other French units will be Free French if they are at UK territory.

I believe its actually 20%
