So, what happens when I move next to a rural civilian unit?
Lets say I need the hex they are in, how do I 'move' them, if I cannot engage them without losing points for mishandling civilians?

You can enter the same hex with opposing civilians in them.

Hummmmmm and leave them behind? Do they disappear when I leave the hex?

Can you post a screenshot of the situation you're talking about so I can have some context?

So you can occupy the same hexes as opposing civilians (and in very rare cases, enemy troops)
Opposing civilians CANNOT capture objectives.

I moved a friendly unit into a hex with civies, then moved out, the civvies are still there...are they going to backstab me? I wasn't offered any solutions to do anything else...

No, they will not backstab you.
Don't use OPFire around them though, just in case.

I assume if I enter a hex with civilians that I can still be shot at?
With the potential for civilian casualties.

Yes, that there is potential that if you are shot at, the civilians may accidently be targeted.
