I thought I saw there somewhere but suddenly can't find it.

NOW maybe it is supposed to work this way, though I doubt it.


IF you move a division via rail you pay is STR in cost. Perfect.
IF you move another division and merge it with on via rail...you have to have the required rail available to move but it never removes the amount you used.

So if you have 10 rail remaining you can combine unlimited divisions with other divisions.

Huh? You can't merge via rail?

Or are you saying you click rail, then hold the ALT key, I think it's the ALT key, to merge and they merge?

Correct.

Move a division onto a rail line.
Click on another division on rail somewhere that can rail to the above unit.
Hold Alt.
Merge the two units.

The unit will rail and merge but the rail available does not decrement.

I can merge a unit in France to a unit in Russia for free.

It's on my bug list for next patch.
