Civilian buildings pre-empt spaceport build queue?

Bug or feature, I have 2 escorts waiting for an upgrade (with order) but the SS gets new civ ships added to the queue? They are not listed as being part of the queue despite their order, so this might be the logical consequence. It would mean they will move for their upgrading only when the queue clears and no civvy gets added?
Ok forget, it seems they upgraded without moving to the SS.
