How would I go about removing all the races which aren't the fully-fleshed out seven factions? I'd rather play in a galaxy where ALL races can also be empires. It just feels like the correct thing to do, and should be more immersive.

Essentially, how do you remove entire races from DW2?

The 'Race' file has more than just the 7 that are playable by the player.
You could try deleting the non-playable ones & see what happens.
Of course, always work with a back up.

You also would have to remove the race from the Bias List of the other Races.

Yes and from all other files that have the regarding <RaceId>-tags; - But then it should work; - I've done this with 1 race, already (for testing purpose).
