In the fleet templates screen, if I select any of the templates except the defense one, the two big buttons at the right are active. But with the defense template, the top button (to build a fleet from existing ships) is greyed-out.

And I don’t understand why, because the attack template uses more ships and more ship type/roles than the defense one (screenshots below). Does anybody know why that is. Is this a bug?
