PlanetaryFacilityDefinitions.xml ignored by game

Hello,
i tried to make some changes to facilitys - so i changed some values. To my suprise, it didnt work. So i made some further test and just deleted everything from the file except: ArrayOfPlanetaryFacilityDefinition. The game started normaly and to my even further suprise, all facilitys were available to build in an old save and new save alike.
This can only have one possible reason, the xml file is just a dummy and the buildings are not exposed to the xml at all.
This issue is easily reproducible. Just change some values of the file, save and see for yourself
